This book explores the institutions through which Taiwan was governed under Japanese colonial rule, illuminating how the administration was engineered and how Taiwan was placed in Japan’s larger empire building. The author argues that rather than envisaging the ruling of the society and then going on to frame policies accordingly Japanese rule in Taiwan was more ad hoc: utilizing and integrating "native" social forces to ensure cooperation.

Part I examines how the Japanese administration was shaped in the specific context of colonial Taiwan, focusing on the legal tradition, the civil service examination and the police system. Part II elaborates on the process of "colonial engineering," with special attention paid to "colonial governmentality", "social engineering" and colonial spatiality. In Part III Hui-yu Caroline Ts’ai provides a more in-depth analysis of wartime integration policies and the mobilization of labor before making an evaluation of Japan’s colonial legacy.

.History Built in 1939 as the residence for Otani Kozui, the 22nd Abbot of the Nishi Hongagji, a Japanese sub-sect of Jodo Shinshu Buddhism, Siaoyaoyuan contains architectural aesthetic features typical to the Japanese colonial period. The juxtaposition of Japanese and western styles and elements bears certain significance in the architectural history, and profound potential for further building reuse, while the building itself serves as a testimony to the humanitarian and cross-era evolution, hence its cultural and historical value.
Otani Kozui was famous with a high ranking status in religion and for expeditions. He was also related to the royal family by the marriage of his sister to the Emperor, and involved at a senior level in decision making in Taiwan’s then Japanese-ruled parliament, between 1940 and 1948. In 1940, the construction of Siaoyaoyuan was completed, with its purpose of use outlined as below:
1. To serve as Otani Kozui’s training base for Taiwan’s agricultural development and education of his disciples,
2. To serve as Otani Kozui’s summer residence and writing studio during his governmental dispatch to Taiwan,
3. To serve as Nishi Hongagji’s auxiliary office in southern Taiwan,
4. To turn Kaohsiung into Taiwan’s critical gateway to the south-east Asia.
I. The Exterior:
With a pronounced emphasis on its living functionalities, the building follows the spatial construction logic of Japanese-style wooden structure, its line of movement tracing the exposed-externally reinforced concrete staircase, with an interior staircase leading into the public area.
Terraces were built to fill up small crammed space wherever necessary, for instance, on the east side of the building. The wood-paved terraces are of exquisite aesthetics in design and serve such architectural purpose as connecting all living spaces. The tiles for the roof are refined black tiles from the Hosing Kiln.
II. The Interior:
1. The building contains the characteristics of traditional Japanese residence, with no visually centric space such as a built-in courtyard,
2. The entire space was divided into three major compartments: social area for guest entertainment, service area and a lounge area (which is the part of Siaoyaoyuan recorded as the historical building today). The lounge connects with exterior space by a side corridor-cum-foyer.
3. Because of Otani Kozui’s status in the royal family and his experience of overseas studies, the interior decoration and design for both of the lounge area and guest reception exhibits an interesting Western-and-Japanese fusion.
